Liam Gogan moved to withhold the letter approved by the TMC in December to DOI until the June TMC meeting for discussion at that time.       Don Bader seconded the motion.       Motion passed with five votes in favor, two abstentions, and one vote against. The Yurok Tribe and the State of California abstained, and the          Hoopa Valley Tribe voted against.

Mike Orcutt moved to accept the proposed bylaw changes as highlighted during the meeting with the exception of Sections 201(e) and 607(e) which change the TAMWG to TSAC, and Sections 603 and 604 on Voting Rules.       Liam Gogan seconded the motion.       Ly made a friendly amendment to replace “exception of” to “rejection and preclusion of.”                 Mike Orcutt and Liam Gogan accepted the amendment.       Motion failed with four votes in favor and four opposed. NOAA Fisheries, the Yurok Tribe, the State of California, and the U.S. Forest Service         voted against.

Justin Ly moved to accept all the highlighted changes to the bylaws presented during the meeting with additional edits to add to the TSAC edits TSAC or other proposed equivalent entity if form, with the exception of Sections 603 and 604 to be voted on separately.       Liam Gogan seconded the motion.       Motion passed unanimously.

Mike Orcutt moved to approve the proposed changes to Section 603 of the bylaws as highlighted during the meeting, with the exception of the last proposed sentence:       Five (5) affirmative votes are required to pass official TMC motions when six (6) or seven (7) members are present.       Liam Gogan seconded the motion.       Justin Ly made a friendly amendment to clarify that the excepted sentence could be taken up in a separate motion.       Mike Orcutt did not accept the amendment.                 Liam Gogan made a friendly amendment to replace the excepted sentence with: Seven (7) affirmative votes are required to pass a motion         when all eight (8) members are present.       Mike Orcutt accepted the amendment.       Motion failed with two votes in favor. Reclamation, U.S. Fish and Wildlife Service, NOAA Fisheries, the Yurok Tribe, the State of California,         and the U.S. Forest Service were opposed.

Liam Gogan moved that the bylaws state that seven affirmative votes are needed to pass a motion when eight members are present and six affirmative votes are needed when 6 or 7 members are present.       Mike Orcutt seconded the motion.       The motion was not voted on as the vote would maintain the current bylaw voting structure.
