    Keith Groves made amotion that TMC write a letter to BOR voicing concerns about the inability of Trinity River infrastructure to meet diurnal variability in the two-hour cycles requested by TMC. We request a presentation of policy options and infrastructure options to implement the recommended hydrographs. Mike Orcutt seconded the motion.

    Mike Orcutt made a motion to approve the following amendment to the TMC Bylaws: Section 600.d -All regularly scheduled meetings of the TMC shall be open to the public, except executive closed sessions as designated by the TMC. Special TMC meetings may be closed to the public. Justin Ly seconded the motion. Kyle DeJuilio offered a friendly amendment to include the following changes from Section 601.d, that when a special meeting is requested, at least four members are needed to designate it as closed or not. Mike Orcutt accepted the amendment. Justin Ly seconded the amendment. [see also competing motion]
