Mike Orcutt made a motion that the Executive Director shall convene a budget sub-committee to work with the IDT and RIG leads to identify a three-year budget planning and justification tool effective FY22. A frame of reference should be the Feinstein budget developed in 2008 (for years 2008-2012) by the DOI lead drafting service. The objective would be to refine the 2008 Program costs to better reflect today’s and future needs. Dave Hillemeier seconded the motion. Dave Hillemeier made a friendly amendment to note the indexing from the original Feinstein budget.

Keith Groves made a motion to accept the amended members list for the Science Plan Drafting Committee. Dave Hillemeier seconded the motion.

Dave Hillemeier made a motion to direct staff to pursue a sole source grant/contract with the National Fish and Wildlife Foundation to administer TRRP’s Watershed Grant Program. If sole source is not possible, then issue a competitive request for proposal for this purpose. If the Watershed Program does not exceed $500,000 in a given year, including administrative overhead, then no more than 50% of funds shall be awarded in the South Fork of the Trinity River in that year. There are no limitations on how any additional funds to the $500,000 can be apportioned. Keith Groves seconded the motion.

Dave Hillemeier made a motion to adopt the budget recommendation proposal under the hybrid approach for Status and Trend Monitoring with the caveat that if additional funding becomes available, the first priority will be to make the Technical Assistance Funding whole. Keith Groves seconded the motion. Mike Orcutt made a friendly amendment to include Science Monitoring to receive funds. Dave Hillemeier did not accept the amendment Mike Orcutt made a friendly amendment to add “including another IDT review of the 40-mile hydraulic model data collection” after “funding becomes available. Dave Hillemeier did not accept the amendment.

Dan Everson made a motion to adopt the budget recommendations under the hybrid approach with the caveat that if additional funding becomes available, those funds would be redistributed to the Status and Trend Monitoring projects that are not cut under the hybrid approach.
