This Riparian Revegetation and Monitoring Plan (RRMP) was developed to fulfill the requirements of the Trinity River Restoration Program’s (TRRP’s) Mitigation Monitoring and Reporting Program (MMRP) to meet California Environmental Quality Act (CEQA) requirements for full replacement (1:1) of impacted riparian habitat) during implementation of the 2000 Record of Decision (ROD) for the Trinity River mainstem fishery restoration program. The RRMP was first required during implementation of the Hocker Flat project in 2005. Currently, the MMRP and RRMP are referred to in water quality certifications which the TRRP utilizes in their project implementation. Specifically, the North Coast Regional Water Quality Control Board (Regional Water Board) is the CEQA lead for the Master Environmental Impact Report (MEIR) on the TRRP’s proposed Channel Rehabilitation and Sediment Management for Remaining Phase 1 and Phase 2 Sites (2009 Regional Water Board and Reclamation). MMRP measure 4.6-5 in that MEIR requires implementation of a RRMP to ensure no net loss of riparian habitat and wetlands within the TRRP’s restoration reach.
TRRP staff have worked to meet riparian revegetation requirements since beginning to implement the channel rehabilitation portion of the TRRP’s ROD in 2005. The RRMP has been evolving since it was first used for guidance at the 2005 Hocker Flat channel rehabilitation project, and will continue to change, as needed, to meet future Trinity River restoration needs. TRRP personnel have worked with Regional Water Board staff to finalize this RRMP (Version 1.0) so reporting requirements may be adopted, reports finalized, and techniques shared with other parties that need to mitigate, create, and monitor self-maintaining riparian areas. With adoption of this final version, the RRMP and associated monitoring reports will ensure that agreed upon TRRP riparian mitigation objectives have been met.
