In October 1984 Public Law 98-541 was passed providing the Trinity River Basin (TRB) Technical Coordinating Committee the authority to begin the planning and implementation of an elevent point, ten year fish and wildlife recovery program within the Trinity River Basin. The project emphasis is restoration and maintenance of fish and wildlife resources within the Trinity River Basin to historic levels prior to the construction of the Trinity River Division of the Central Valley Project. Their three year action plan guides and prioritizes various efforts for identifying limiting factors and restoring and improving anadromous fish habitat. Fisheries personnel from the Hayfork Ranger District of the Shasta-Trinity National Forest conducted a stream habitat typing survey on Butter Creek between August 12 and August 29, 1990. The survey began at the Butter Creek confluence with the South Fork Trinity River (T2N R6E S12), and extended upstream 2.6 km (1.6 miles) to a spectacular waterfall 60-100' in height (T2N R7E S8). The creek was divided into two reaches based on channel morphology. The reach break was 2.3 km from the confluence. Butter Creek is rated as a Class I stream according to the guidelines in the Fish and Wildlife Handbook (USDA Forest Service R-5, 1973). The objectives of the survey were to evaluate habitat utilization by anadromous fish and assess the opportunities and needs for habitat improvement, habitat maintenance, and biological enhancement for salmon and steelhead within the stream.
