In October 1984 Public Law 98-541 was passed providing the Trinity River Basin(TRB) Technical Coordinating Committee the authority to begin the planning andimplementation of an eleven point, ten year fish and wildlife recovery programwithin the Trinity River Basin. The project emphasis is restoration andmaintenance of fish and wildlife resources within the Trinity River Basin tohistoric levels prior to the construction of the Trinity River Division of theCentral Valley Project. Their three year action plan guides and prioritizesvarious efforts for identifying limiting factors and restoring and improvinganadromous fish habitat. Fisheries personnel from the Hayfork Ranger District of the Shasta-TrinityNational Forest conducted a stream habitat typing survey on Potato Creekbetween July 15 and July 29, 1991. The survey began at the Potato Creekconfluence with East Fork Hayfork Creek {T.31N., R.10W., Sec. 31, MDM) andextended upstream 8.1 km (5.0 miles) (T.30N., R.10W., Sec. 17, MDM) inside the Chanchelulla Wilderness. The survey was halted at this point because the creekbecame intermittent in nature . The creek was divided into four reaches basedon stream channel morphology. Potato Creek is rated as a Class I streamaccording to the guidelines in the Fish and Wildlife Handbook {USDA ForestService R-5, 1973). The objectives of the survey were to evaluate habitatutilization by anadromous fish and assess the opportunities and needs forhabitat improvement, habitat maintenance, and biological enhancement for salmonand steelhead within the stream.
