Berry moved that the TMC direct Budget Committee meet prior to November 1st to work out the two budget issues. Berry amended the motion to read: The TMC will direct the Budget Committee to meet prior November 1st to discuss an expedited budget process for the FY2009 budget and a FY2010 Programmatic Budget. The motion was seconded by Heywood.

Orcutt moved that the TRRP shall assess the effects of Trinity River Hatchery operations to the extent that they may affect natural salmonid production. The motion was seconded by Stokely.

Hillemeier moved that the TRRP may assess the effects of Trinity River Hatchery operations to the extent that they affect natural fish viability, since such affects could be detrimental to the primary habitat hypotheses. The motion was seconded by Stokely.

Berry said he'd accept verbiage that this would not affect management of the hatchery, he could vote for it. He was instructed not to complicate the management of the hatchery by his superiors. Person said he voted for it because it doesn't include management of the hatchery. Lagomarsino noted that it said "assess the effect of" and made no mention of changing the hatchery's management. Berry: If we voted again, I'd vote for it. I miss understood the motion. Long: Obviously there was a miscount... all those in favor... Orcutt: Hold on; is that proper protocol? That seems like a pretty loose interpretation of Robert's Rule of Order. Wittler: Robert's Rules of Order allow those how voted against it on the prevailing side. Berry moved to reintroduce the question. The motion was seconded by Lagomarsino.

The Trinity Management Council (TMC) acknowledges the TRRP Full ROD Program Funding Estimates for FY2008 and FY 2009 (approximately $16 million per year) could be utilized by the Program to expeditiously implement ROD actions and Program priorities. The motion was seconded by Mike Berry.

The TMC will not get involved in the harvest management process; however, the TMC will continue to assess and collect escapement, harvest and production data. The consideration of development of numeric harvest goals will be deferred until the December TMC meeting. The motion was seconded by Berry. Stokely: I'd put in a clause that says, "For the purposes of IAP development...". The amendment was accepted by the motion maker and second, which reads as follows: For the purposes of IAP development, the TMC will not get involved in the harvest management process; however, the TMC will continue to assess and collect escapement, harvest and production data. The consideration of development of numeric harvest goals will be deferred until the December TMC meeting.
